Typically, ones that don't have a codeshare agreement in place.
Benefits both airlines by allowing them to sell tickets on each other's flights.
In a bilateral agreement --> between two airlines, would have the effect to expand both airlines networks mutually as each airline would be able to book sales on one another's "metal"
in a unilateral agreement, only one airline can book on another. If a smaller airline and a large airline are in a unilateral agreement with the larger airline allowed to book sales on the smaller, but not vice versa.
This is not codeshare.
